City sidewalk workers

So what's with the city "fixing"my sidewalk that didn't need it? They were sanding down seams & now the sidewalk has stripes and to make matters worse they went out of their way to flirt with my daughter who happened to be outside washing her car! Even started chatting with her friend who drove up! Yeah, I know it's a boring job but give me a break!
