Summary: On 04-20-2013, Soutar shot and killed Ezekiel Justin Taylor in the 25000 block of Franklin Avenue in Hayward. Soutar fled from the scene and is considered armed and dangerous. Soutar's whereabouts are currently unknown. There is a murder warrant for his arrest.
